The university’s goal is to function as a regional center for intellectual and creative pursuits while developing in tandem with the local community, hence fulfilling the aspirations of Yamanashi Prefecture and surrounding areas. Accordingly, the establishing objective of the 4th Medium-Term Plan (2022–2027) is to “develop university staff able to make an impact on regional growth while being significant on the international scene.”

In order to achieve this vision, I have identified four major pillars that will inform the strategy:
Promotion of Educational Reform
They seek to expand students’ opportunities through promoting cooperation with other universities, strengthening internal quality assurance across curricula, student support, and the entire educational system, and creating initiatives that promote globalization. All these reforms will enable students to acquire a wider perspective, creative thinking, and the capabilities required to succeed both locally and globally.
Strengthening of the Research Support System
University goal is to elevate the best and most unique areas of research to international levels while fostering interdisciplinary collaboration. They will invest in strategic areas of innovation and strengthen the university-wide system of research support to free faculty time and resources to pursue innovative work. This way, they will develop a culture of high-level research excellence across the university.
Increasing Regional Cooperation
To meet the changing needs of the local community, they will draw on various networks and expedite innovation in new collaborative frameworks. They will accelerate developing human resources suited to regional needs, regional revitalization, and support for international students, and foster genuine global contributions derived from the local society.
Strengthening of Management Base and Promoting Institutional Reform
They are dedicated to increasing financial solidity through responsible management, achieving external financing, and establishing affordable reforms. Through extensive coordination with faculty, affiliated organizations, and the university hospital, they will make sure that the measures enhance the management systems in all areas, making the institutional structure resilient and responsive.
They will ensure these visions become realities by putting utmost priority on dialogue with all the university stakeholders, such as the faculty, staff, students, and the general community. By taking into account varied viewpoints and advancing them in their policies swiftly, University hopes to realize effective, visionary measures.
Following in the footsteps of the previous President Shimada, who founded the University Alliance Yamanashi, in-depth educational reform, efficient use of resources, and making great contributions to regional medical services during the COVID-19 pandemic, they will uphold this spirit of innovation and reform.
Their own guiding principle is “Sincerity and Compassion.” Like Dr. Satoshi Omura, one of the graduates and winner of the Nobel Prize in Physiology or Medicine in 2015, these principles remind us that “they can make the world a better place by acting with sincerity and empathy.”
With this philosophy guiding us in daily undertakings, and through the combined efforts of the faculty, staff, and stakeholders, they will restore the University of Yamanashi as a model educational institution that excels in education, research, and management and makes significant contributions to the local community. I sincerely wish for the co-operation and commitment of all those connected with the university in this quest for excellence.
