On 17 September 2013, during a decisive meeting that was convened, the Council of the teaching activity of Medicine and Surgery of the Coordination Structure made a decisive choice. They decided to officially appoint this organizational structure with the official title of “Faculty of Medicine and Surgery.” This newly named Faculty takes on the important task of coordinating various healthcare activities in cooperation with the Lombardy Region. In doing so, it ensures that the clinical responsibilities assigned to professors are necessarily intertwined with their responsibilities to teach and conduct research.

Furthermore, in order to provide strong support for the education, specialization, and ongoing professional training of its graduates—this includes those individuals who are pursuing an MBBS degree—the University actively pursues access to healthcare facilities. The establishment of the Faculties of Engineering and Medicine evolved through very different paths, each with their own unique developments and problems. The concept of creating a university center in the city of Brescia, which had initially faced problems and one failed attempt in the early 1960s, began to gain new momentum and interest in the second half of the decade. This new stimulus was particularly marked by the creation of the Brescia University Consortium, or CUB, as it is better known. This major initiative was actively promoted and nurtured by a variety of powerful stakeholders, including the Provincial Administration, the Municipality of Brescia, and the local Chamber of Commerce.

In 1969, a turning point was witnessed when the University Institute of Eastern Lombardy, or EULO, took up the responsibilities that were previously fulfilled by CUB. This was mainly initiated and driven by the strong determination and efforts of Mayor Bruno Boni, who was also backed by the Municipality and the Province in this effort. 

Owing to the intense efforts and drives put in by EULO, the establishment of the Mechanical Engineering degree course turned into a reality, which started in the 1969 to 1970 academic year, made possible with a collaborative effort with the famous Milan Polytechnic. During the initial periods, the first batches of this new course were conducted at the Gerolamo Emiliani boarding school. This aforementioned facility was originally designed to be a male orphanage; however, it was extended and developed to incorporate a specialized teaching module that was constructed by EULO specifically for such an activity. Similarly, in 1971, EULO was instrumental in facilitating and allowing the introduction of integrated Medicine courses. 

This move was closely overseen by a committed Technical Scientific Committee, which collaborated closely with the renowned Universities of Milan and Parma. As a natural progression of this move, the Faculty of Medicine was later set up near the Spedali Civili, a renowned health center. Students who undertook this new program, whether they were seeking a general medicine degree or the MBBS qualification, rightfully received their degrees from one of the constituent universities that were part of this education system.

The University of Brescia was formally founded in 1982 with three faculties: Medicine and Surgery, Engineering, and Economics and Commerce. Yet the effort to bring university courses to Brescia had started almost two decades prior, with the first attempts made in the early 1960s. 

The initial project, undertaken by the Chamber of Commerce and Provincial Administration, was to create a two-year Engineering course as an offshoot of the Milan Polytechnic. Due to the envisioned high monetary expenses in the budget, the project was discarded. In spite of this failure, initiatives to open academic courses in Brescia proceeded on two parallel fronts—one towards Economics and Commerce, and the other towards creating the faculties of Engineering and Medicine. 

In January 1983, Bruno Boni, President of the University Institute of Eastern Lombardy (EULO), signed a written agreement with the newly established University of Brescia, committing financial aid for management and investment costs. Attilio Gastaldi, being the President of the Technical Administrative Committee, administered the university up to December 1983, when the Board of Directors took charge, conducting its first meeting in February 1984. 

In the meantime, on November 7, 1983, Professor Augusto Preti was elected as the first Rector. The Faculties of Medicine and Engineering operated autonomously from the beginning, whereas the Faculty of Economics was still under the management of an Organizing Committee headed by Professor Innocenzo Gasparini during the first two years.
