The idea of establishing a medical school in Newfoundland was first proposed in October 1958 by Dr. Ronald V. Christie, chairman of the Department of Medicine at McGill. At the time, provincial health officials, including the Honourable James M. McGrath and Dr. Leonard A. Miller, believed that such an institution would not be realized in their lifetimes.

However, small steps were already being taken, such as the approval of intern and resident training at the General Hospital. By June 1964, Dr. Ian Rusted, a medical consultant for the Department of Health, presented a compelling case for a medical school at the annual Newfoundland Medical Association (NMA) meeting. The idea gained further traction in 1961 when Chief Justice Emmett Hall visited St. John’s for research on the Royal Commission on the Health Services of Canada.

The commission recommended the establishment of four new medical schools across the country, including one in the Atlantic provinces. Encouraged by this, the NMA, the university, and the Provincial Department of Health formed a committee to explore the feasibility of a medical school in Newfoundland. Studies conducted by Dr. Wendell McLeod and Dr. Chester Stewart further reinforced the need for such an institution. In 1965, Memorial University commissioned Dr. MacFarlane to conduct a feasibility study, while the provincial government sought advice from Lord Brain, leading to a Royal Commission on Health in 1966.

The federal Health Resources Fund played a crucial role in securing financial support for the initiative. By 1967, Premier Joseph R. Smallwood formally committed to funding the project, paving the way for the establishment of the Faculty of Medicine. Dr. Ian Rusted was appointed as the first dean on September 1, 1967, marking the official inception of the medical school. Over the following years, additional faculty members were recruited, and efforts to plan and construct the necessary facilities intensified.
