The origins of this project date back to the October 1969 creation of the Health Administration Special Committee to prepare for the establishment of the Health Administration Center (HAC).
In April 1974, following revision of the National School Establishment Law Enforcement Regulations, the HAC was inaugurated on the Nagara campus in October 1974 as an institution under direct management by the President of Gifu University. Along with the HAC, a Student Counseling Room was established to provide much-needed mental health services.

However, since there were not sufficient professional counseling staff during its inception, members of the faculty from other departments were forced to assist in the provision of counseling and assistance services.
At that time, Gifu University operated on three campuses—Nagara, Naka, and Tsukasa—with HAC offering health services in close coordination with health care rooms at each campus. With university expansion, one additional health care room was started in 1981 at the Yanagido campus, which was established as the new main campus of Gifu University.

As the university’s plan for all-campus integration took form step by step, preparation started in 1983 to consolidate HAC services at Yanagido. A year later, the HAC was moved successfully to the new campus, integrating health services for the whole university community. This was achieved in April 2004 when the School of Medicine and University Hospital were relocated to Yanagido, completing the merger of Gifu University into a single campus. This integration greatly enhanced the efficiency and wholeness of health administration of all undergraduate and graduate schools.

The university moved from National Personnel Authority rules to the Occupational Safety and Health Act, and the Gifu University Official Mutual Aid Clinics in the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) were discontinued.
Subsequently, the HAC focused on occupational health for faculty members and employees, with progressively more sophisticated programs in healthcare, disease prevention, and support on reintegration in case of illness. In 2010, occupational health nurses and physicians became permanently appointed to the HAC, thus beginning systematic and professional occupational health services within campus.
Concurrently, the HAC also progressed in student-centered initiatives. Gifu University’s project for the promotion of lifelong health was chosen in 2007 under MEXT’s “Student Support Program Corresponding to New Social Needs (Good Practice for Student Support).”
