The university was formally established in May 2003 through the consolidation of four historically well-known institutions: the Jianghan Petroleum Institute, Hubei Agricultural College, Jingzhou Normal College, and Hubei Provincial Medical College. Each of these predecessor institutions brought with it its own strengths and traditions: Jianghan Petroleum Institute, formerly the Beijing Petroleum Industry College established in 1950, started undergraduate programs in 1978 as an affiliate of China National Petroleum Corporation. It was jointly administered by the central and local governments since 2000 and subsequently handed over to Hubei Province.

Hubei Agricultural College, previously the Jingzhou Branch of Huazhong Agricultural College which was set up in 1977, was sanctioned as an undergraduate full-fledged institution by the State Education Commission in 1989. Jingzhou Normal College, with antecedents dating to the Hubei Fourth District Simple Normal School established in 1936, became the Jingzhou Branch of Huazhong Normal College in 1977 and was reorganized into Jingzhou Normal College in 1999.
